Currently, roles apply to a specific project so this permission would not make sense. But superadmins can prevent a specific user from creating projects. From the administration panel (http://localhost:9000/admin/users/user/), modifying the attributes “Max number of owned private projects” and “Max number of owned public projects:” to 0 for a specific user.
